I've seen something similar in a Musician's Friend catalog for drummers wanting the full effects of the kick. From what I read about it, they originally designed it for the hearing impaired and deaf to actually feel the vibrations because they simply couldn't hear the sound.
I have also seen something similar to them in car stereo applications that mount under the passenger and driver's seats; I believe they were called Bass Shakers. All they required was +12 volts and a line input. I always wanted to install them and take my girlie for a ride.
