It's from Tod Browning's FREAKS. It's the story of a travelling side show and the cool thing is that there's no makeup involved. The freaks are real. It's really worth a watch.

Ok thanks dude thats why i was asking... call me sick but me and my friend wanted to watch the movie cuz i laughed for a good 20 minutes after seeing that clip and it still gets me everytime

Actually, according to the credits, the other two pinheads were named Zip and Pip. So I'm assuming that's where the name originated.
