Altoona Noise Ordinance

The Altoona City Council has passed a noise ordinance. the ordinance, which is effective immediately is designed to help businesses, not hurt them. The noise ordinance allows businesses to have music outside unless there are major complaints from residents. In the past, businesses had to go through the liquor control board with outdoor music requests. This noise ordinance puts the issue in the hands of the city and actually cuts some red tape. City codes officers will handle complaints during the day, city police will take over at night. City council sees this as a tool to help promote growth in the struggling downtown area.

I don't buy that this ordinance can or will supersede the PLCB's ability to run its Gestapo-flavored brand of law enforcement. They're almost as powerful as the DEP. They'll do what they want, when they want, where they want.

I think the statutes say that the PLCB is superceded if there is a local statute in place. At least I hope that's how it is.--->JMS

Does it only apply to outdoor music? Its not that helpful if thats the case.

Yeah, but I think the "technicality" they'll get everyone on is the part about, "unless there are major complaints from residents." Here's where the PLCB will use one jerk off as an excuse to get to imposing fines, or they'll just say they've "fielded numerous complaints" whether they did or not.

Let's keep our fingers crossed on this one. I know Claudio is getting effed around on noise complaints lately. Seriously, who is being disturbed by the sound coming from there?!?

I'm sure the PlCB will just go numb in the nuts, and foaming at the mouth over this. I wish the PLCB would shut down the people who live next to me when they drink too much and decide to scream F^&k at 2:30 in the morning.
Hey there's an idea rather than call local Law Enfarcement about a dog barking cause it was drinking beer, call the PLCB for every noise violation, granted it might not get anywhere but I bet it'll piss them off! VENGENCE IS COOL!

I am SO with you on this one. It's so frustrating to have assholes for neighbors that have absolutely no respect for people who actually sleep at night and get up for work in the morning. (thank you section 8 and slumlords)
Who needs gold and diamonds when you can have chrome....

This is great news for Altoona bands and acoustic acts. Sounds like more work for everyone with city functions! Mayor Hippo likes music thank god.
The police will control the noise now. Bands, give the officers Tshirts and CD"S and when they show up.....Keep them on your side!
Except for the neighbors that complain about residential bars we will see how this pans out.

I thank CAPAG for having a hand in this. You were heard!

This reminds me of the cooperation we got from local law enforcement at the "Helping Hands" benefit a few years ago. That day, I was initially concerned that complaints were being lodged by neighbors when the police began to circle the event area, but when the chief of police stopped by personally and told me to "do what you need to do," it gave me that warm, fuzzy feeling. They actually created a "bubble" around the show and it was real cool to get that kind of support.

Cops make better friends than adversaries, that's for sure. Here's hoping this ordinance will better the work environment for us.

Whatever happened to the PACAG meetings? Ball dropped and no one recovered it. Here again we could have helped ourselves with this problem and now we will rely on luck and whatever in hopes that the problem will solve itself or someone else will do it for us. Just more to bitch and complain about on this forum when things aren't lined up in our favor.
