Looked at the site a bit, is this a lot like PowerTab Editor? If so, how does it compare? Is there a lot of pre-made music already available for it?

This is coming from the standpoint of someone only using it as a tool for learning new songs, and not for tabbing out one's own music (which I understand is the main point of this type of software)

I see there's a Mac OS X version available, kudos to them for that. :)

This program is for writing music in standard musical notation. Although it has tabbing capability, that is not its primary purpose.

I'm not familiar with the other program, but I can tell you that Finale is the industry standard notation program and has been since the days of DOS.

Since this Finale Notepad is free, I recommend that you download it and compare it for yourself.
