True mastering takes specialized gear. Local folks can do a fair master, but nothing even remotely close to a true mastering shop. Lots of real mastering shops in New York, Nashville and LA. Check gearslutz or google and check out people's work. True mastering can make a decent recording sound like a million bucks.
