I would like a pedal that would cut everything completely (or at least a lot) above a certain frequency, and I could then change the frequency cut off with a wah-style foot control. It would also be cool if I could switch it to cut everything below the frequency instead.

I would just use this on my bass, but you get the general idea.
Does anyone know if this is a pedal that already exists, or how difficult it would be to build this?

A high pass filter with an adjustable resistance would do it.
I'm sure Bardel pedals can build you one using a wah pedal as a frame http://www.bardelpedals.com .
