Thats a pretty hard question to answer really. In most cases, no. Most games require registry entries to run, and wont even fit onto a CD nowadays. The only way to find out is head to your c:\program files\WhateverTheGameIs folder, get properties on it, see if its going to fit. If its small enough, then try burning that folder to a CD and see if it will run on another pc.
But basically, no.
Only a few games nowadays let you copy the files with no problem, such as World of Warcraft. Its pay to play and requires an account, so they dont really care if you pass around the files, since you need to pay* to activate an account to play it.
*Assuming you dont run a private server

Laugh if you want to, really is kinda funny, 'cause the world is a car and you're the crash test dummy.
If it's a Windows machine and you don't have the original install, it is doubtful. Windows programs store a lot of info in the registry and other misc files in various spots on the computer. Unless you can find all of those bits and pieces and build your own installer to include/register them, it won't work. This is especially true if it's a fairly expensive game.
You could just try copying the .exe file to disc and moving it to another computer to test, but without the installer it's a shot in the dark.
Good luck.

... and then the wheel fell off.
